Karnali Utsav
Karnali Utsav (Karnali Festival) is a three-day idea festival organized by the Hriti Foundation every year in Surkhet, the capital of Karnali. This open debate is focused on the sustainable economic development of Karnali, socio-cultural identity and the road map for building a prosperous Karnali. The festival is being supported by the Karnali State Government, various local level governments of Karnali and the corporate sector. Karnali Utsav is a campaign to get to know and identify Karnali through various aspects. Festival explores the identity and potential of Karnali as well as contributes intellectually to the prosperity of the entire province.
Shine Karnali
The Shine Karnali: Strengthening Governance in the Economic Sector represents a timely and strategic intervention to address the governance challenges prevalent in the economic sector of Karnali Province. By promoting transparency and accountability, the project seeks to unlock the province’s economic potential, empower local communities, and catalyze sustainable development. Through a multi-stakeholder approach involving government agencies, civil society organizations, business entities, and community representatives, Shine Karnali aims to foster collaboration, knowledge-sharing, and collective action toward the common goal of promoting good governance in the economic sphere. This program is supported by Subnational Governance Program. Subnational Governance Program is supported by the Australian Government and implemented by The Asia Foundation.
Strengthening the Subnational Governance
Under the theme of Strengthening Federal Democracy by Improving Governance and Enabling markets, Hriti Foundation is currently conducting a project to enhance the capabilities of the provincial government in Karnali. Supported by CIPE, this initiative focuses on engaging a diverse range of stakeholders in the budget-making process, identifying challenges, and advocating for necessary reforms to ensure that provincial budgets effectively address local needs. The project has two main objectives: first, to increase opportunities for citizens and the private sector to strengthen federalism by improving their access to information; and second, to build the capacity of grassroots actors to hold government officials and elected representatives accountable for reforms. Through these efforts, Hriti Foundation aims to foster a more responsive and accountable governance framework in Karnali.
Youth in Policy and Governance (YPG)
The Youth in Policy and Governance (YPG) Fellowship is a year-long program aimed at educating and mobilizing youth in provincial policymaking across Nepal. Launched in 2020, the fellowship has successfully completed five cohorts in Gandaki, Karnali, Madesh and Koshi provinces. This initiative seeks to engage youth in bridging gaps in parliamentary understanding and enhancing inclusive governance. The Karnali-based fellowship will train 50 youths aged 20-30, producing 12 fellows who will support Members of the Provincial Assembly (MPA) through research and policy input. Hriti Foundation collaborates with experts, policymakers, and government officials. The YPG Fellowship aims to strengthen democratic processes, improve provincial legislation, and empower youth in shaping Nepal’s future governance.
Exploring Liberal Legacies in Nepal
The “Exploring Liberal Legacies in Nepal” program by Hriti Foundation seeks to uncover and highlight the presence of liberal ideas in Nepal’s historical texts, religious scriptures, and social events. The project aims to demonstrate that liberal values such as individual liberty and economic independence are not solely Western concepts but have roots in Eastern traditions as well. The project will produce and share research-based articles, along with podcasts and videos, via a dedicated website, ideas.hriti.org. It will also host discussion programs to engage youth and organize meetings with political, business, and bureaucratic leaders to further disseminate these ideas. By promoting liberal values within the context of Nepal’s history and literature, the project aims to foster debate, discussion, and a broader acceptance of these principles in society. This project is supported by Atlas Network.
Promoting Sustainable Cities in Karnali
Hriti Foundation’s project, “Promoting Sustainable Cities,” currently being implemented in Birendranagar Municipality—the capital city of Karnali Province—focuses on advancing sustainable urban development. This project supports evidence-based planning and sustainable development practices in Birendranagar. It is primarily a research and dialogue initiative involving the compilation of relevant laws, policies, and strategies, identification of development partners, study of the city’s historical origins, and survey of local issues. Additionally, the project includes research on cultural sustainability, assessment of governance practices, and evaluation of major projects. It is executed in partnership with Purak Asia and in coordination with Birendranagar Municipality.
Promoting Evidence-Based Law-Making in Karnali
The project titled “Promoting Evidence-Based Law-Making in Karnali” is a collaborative effort between Hriti Foundation and PSP/UNDP, aimed at enhancing evidence-based policy-making practices within the Karnali Province Assembly. The initiative supports parliamentary committee in reviewing legislation, by incorporating expert opinions and stakeholder feedback. The goal is to foster evidence-based law-making and oversight by engaging with citizens, civil society organizations (CSOs), and research institutions. The project’s specific objectives include supporting detailed reviews of bills through evidence-based research, assisting parliamentary committees in their oversight roles by connecting them with relevant CSOs and research bodies, and increasing parliamentary transparency through public hearings.
Let’s Speak
Let’s Speak is a regular discussion program on economic-political issues of Karnali Province. This event is held on the first and third wednesday of every month. Young and intellactual people discuss on current issues, make input on sound public policy. This program aims to bring policy makers and young intellactuals together to develop alternative ideas on public policy. This program has been organizing continuously since the establishment of Hriti Foundation.
Past Programs
Policy Discussion
We are conducting policy discussions among the concerned and responsible agencies on the policies brought by different levels of government. We have also been advocating for the mandatory participation of citizens and stakeholders in policymaking. We have been working in coordination with various committees of the Karnali Provincial Assembly on the issue of citizen participation in policy-making. Along with this, we have been conducting policy debate programs for advocacy in favor of citizen participation in policy-making at various local levels and citizen suggestions in policy-making.

‘Sawal Uddyamiko’ is a discussion series which aims to portray the entrepreneurial journey of an entrepreneur. This event is held every second and the last Wednesday of the month.

Karnali Policy Outreach Centre
The Karnali Policy Outreach Center is a joint initiative of the Kathmandu University School of Management Policy Lab (KUSOM Policy Lab) and Hriti Foundation, policy think tanks based in Karnali Province. The center aims to enhance policy research and governance in Karnali Province through rigorous research, education, capacity building, public engagement, and policy dialogues. The center was established in November 2023 with a Memorandum of Understanding (MoU) between the two organizations. The center conducts various activities such as in-depth research, public policy forums, workshops, and active public engagement initiatives to bridge the gap between research and policymaking, fostering informed decision-making at the provincial level. The center is expected to contribute to improved policies, informed decision-making, and a forum for stakeholders and policymakers to discuss local development and governance issues in the province.

Karnali Utsav
