Discussion Highlights Challenges in Provincial Enterprise Policy and Reforms

Hriti Foundation, in collaboration with the Center for International Private Enterprise (CIPE) and Samriddhi Foundation, organized a discussion on Provincial Enterprise Policy Hurdles and Reforms on December 17 in Birendranagar, Surkhet. Provincial bureaucrats, private sector leaders, and other stakeholders participated in the event.

During the discussion, participants expressed their concerns about the existing challenges in Nepal’s federal structure. Despite the constitutional provision granting company administration authority to provincial governments, entrepreneurs and officials still need to travel to Kathmandu for administrative tasks due to the Federal Company Act, which has yet to be amended.

The lack of infrastructure to support enterprises at the provincial level was another critical issue raised. Participants emphasized that creating job opportunities and fostering economic growth in the provinces require a concerted effort from both provincial and federal governments. They urged policymakers to work together to establish a business-friendly environment that encourages investment and innovation at the provincial level.

The discussion concluded with a shared commitment to advocate for necessary reforms and build the capacity required to strengthen the enterprise ecosystem in Nepal’s provinces. Hriti Foundation continues to play a vital role in facilitating such dialogues to address pressing policy issues.
