July 6— Hriti Foundation, in collaboration with the Karnali Province Planning Commission, successfully hosted a high-level policy dialogue titled “Discussion on the Preliminary Policy Review Report” under the ongoing initiative “Provincial Policy Research, Analysis, and Review.”
The program focused on two of the Karnali Province Government’s key policies: the Labour and Employment Promotion Policy (2075) and the Health Policy (2076). The discussion was based on preliminary review reports prepared by Hriti Foundation, which carried out in-depth assessments of both policies. The review process adopted a comprehensive methodology, including desk research, expert consultations, stakeholder interviews, focused group discussions, and analysis of relevant legal and statistical documents. The objective was to critically evaluate the policies’ implementation status, effectiveness, and continued relevance within Karnali’s evolving socio-economic context.
The event was graced by the presence of Hon. Surya Nath Yogi, Vice Chairperson of the Karnali Province Planning Commission; Hon. Dambar Bahadur Rawal, Member of the Commission; alongside secretary of Social Development Ministry, Secretary of Ministry of Industry, Tourism, Forest and Environment, Acting Secretary of Ministry of Internal Affairs and Law, and officials of the Planning Commission and different entities of province government.
Participants collectively emphasized that drafting a policy is only the beginning—the true impact lies in its effective implementation and regular review. The evidence-based review process led by Hriti Foundation is a pioneering step toward building more inclusive, responsive, and accountable policymaking practices in Karnali Province.
