Even six months into the current fiscal year 2080/081, the pace of budget implementation by the Karnali Province government remains sluggish. Until the end of Poush in the ongoing fiscal year, only 13.13 per cent of the total budget has been implemented. Notably, the implementation of the development budget is particularly lethargic, with a mere 7.56 percent executed during this period. The correlation between budget allocation and development progress is undeniable. Despite the establishment of various standards by the provincial government to enhance the effectiveness of budget implementation, the execution of these standards has proven ineffective, resulting in an overall slow pace of budget implementation
- Over the past year, Karnali Province has witnessed the registration of 3,597 new industries, encompassing small and micro enterprises. These registered industries have contributed to a total revenue collection of 9.74 Crore rupees. Despite this positive trend in small and micro enterprises, the development of large and medium-sized industries and factories in Karnali still faces challenges and remains elusive. More
- Owing to the challenges in effectively implementing federalism, top leaders in Karnali Province have voiced concerns, suggesting that the provincial structure may face redundancy if the current situation persists. Expressing dissatisfaction, they highlight the failure to implement administrative and financial federalism, leaving the province unable to establish its own justification. The struggle to execute the grant budget and the perception of ministers merely serving as production factories further add to the growing concerns, prompting questions about the viability of the federal structure itself.
